In 1992 a number of dedicated members of the Uralla community decided to bring the visual and performing arts into the community as part of everyday life, rather than as isolated formal events. The Constellations of the South is one of these projects which will incorporate many levels of the community, from the Uralla Shire Council's installation of the stones, the casting and fabrication of the sculptures by the Phoenix and C & G Foundries, and the initial involvement of local artists, Carl Merten and Joan Relke. In April 2002, a local high school student, Jenny Stephens, fulfilled her work experience requirement by helping Carl and Joan create scale models of the boulders for the first two sculptures. Until early 2004, Arts Council member, Steve Gapes, has been the principal organiser behind the scenes of the Constellations project. This monumental responsibility is now held by Jane Rudd.

Since 1992, the Uralla Arts Council has hosted theatre dinners, sponsored plays and numerous musical events, held the 1- Off  art exhibitions featuring local artists, designed the Uralla street furniture commissioned by the local Council and made at the original Phoenix Foundry in Uralla, liaised with Council and the Uralla Creative Village Board with beautification and new initiatives for the Uralla Shire, as well as mentoring the Uralla Youth Fest held over a week in April each year for youth from 6 years old to late teens.
